Portland Trail Blazers head coach Chauncey Billups, Miami Heat guard Terry Rozier, and former NBA player and assistant Damon Jones, who had recently worked with his close friend LeBron James, were among those arrested Thursday morning as part of two separate federal gambling investigations. Billups was accused of participating in a rigged poker game that involved numerous members of multiple crime families. Rozier was accused of taking himself out of a game in March 2023 when he was with the Charlotte Hornets to help a co-conspirator win a prop bet on his individual totals. Jones was charged for his alleged involvement in both cases and accused of selling information about James’ play with the Los Angeles Lakers so bettors could take advantage of it (James was not accused of wrongdoing or directly named in the indictment of Jones). It also stated illegal sports betting based on non-public information in the NBA “is not a new problem,” referencing former NBA referee Tim Donaghy pleading guilty to federal charges for using insider information to bet on games he officiated in 2007. In a wide sense of the word, stock markets may also be considered a form of gambling, albeit one in which plinko game skill and knowledge on the part of the bettors play a considerable part.

Congress, through the Commerce Clause, regulates interstate gambling, international gambling, and relations between the United States and Native American territories. For example, it has passed laws prohibiting the unauthorized transportation of lottery tickets between states, outlawing sports betting with certain exceptions, and regulating the extent to which gambling may exist on Native American land. Currently, the most effective are long-term cognitive behavioural therapy or motivational interviewing.

Why do people gamble?

Wagering may take place through parimutuel pools, or bookmakers may take bets personally. Parimutuel wagers pay off at prices determined by support in the wagering pools, while bookmakers pay off either at the odds offered at the time of accepting the bet; or at the median odds offered by track bookmakers at the time the race started. The Wire Act of 1961 was established to regulate the ever-growing internet gambling business and the offshore jurisdiction workarounds wagering businesses were using to facilitate online gambling.
